“Ethiopia has experienced significant growth in the past decade….PBS through its pro-poor approach has helped the country distribute the benefits of this growth to the people who need it most. These benefits are manifest in increased access to basic services, enhanced quality of services and most importantly, in creating space for people to participate and have a say in their own development. We have witnessed commendable progress in achieving the desired results under PBS….PBS supports the direct voice of citizens by emphasizing transparency and governance and specific measures such as financial transparency, citizen education on budget issues, grievance redress mechanisms and social accountability. In return, these measures will lead to an improved quality and effectiveness of public services….SA tools as community score cards, citizens report cards, participatory planning and budgeting are now being implemented in 223 weredas across 5 sectors by 49 Civil Society Organizations. SA committees are involved in the supervision of joint service delivery improvement plans in 138 weredas. These all are a testimony to the fact that the Government is extremely serious in making service provision accountable to the people on the ground….We appreciate government’s attention to the Social Accountability program and activities. It will be important to reach clear agreement on how these activities can be institutionalized, scaled up and made sustainable before we embark on a new phase of support.”
